Scope of this comparison
This compares two indoor rules formats for the overlapping 2026–2027 period, not tournament qualification or bracket regulations. It excludes beach volleyball, youth adaptations and event-specific experiments. The FIVB column describes the published baseline, not a guarantee that every event uses it unchanged. NCAA division differences appear within the NCAA column.
The governing texts are the FIVB 2025–2028 rulebook and NCAA 2026–2027 rulebook.
What changes in practice
Coaching implication: NCAA permits more repeated specialist swaps; FIVB requires tighter planning of substitution pairs. Track regular substitutions separately from libero movements. The rows summarize ordinary play; exceptional substitutions require separate checks.
For more detail, see FIVB substitution and rotation and set and match format.
