Adopted in 2025; effective August 1
This records an implemented change from the 2021–25 edition to the 2025–29 cycle. USA Hockey’s official account identifies January 2025 as the Congress voting stage and August 1, 2025 as commencement. Its September 16, 2025 publication reports implementation retrospectively; that publication date is not the effective date. No competition-specific earlier or later commencement is established by the cited evidence. USA Hockey’s implementation account.
Before and after: a Youth 16U dump-in
Suppose an attacker is already beyond the blue line when a teammate dumps the puck into the corner. Under the 2021–25 rule, that offside entry stopped play. Under the 2025–29 rule, the official can signal delayed offside: the attackers can clear the zone together, then re-enter legally. They cannot touch the puck, pursue possession or keep pressuring the defending puck carrier during the delay. The delay also ends if the puck leaves the zone. Compare 2021–25 Rule 630 with 2025–29 Rule 630.
Who is affected
The expansion concerns players, coaches, officials and spectators in the specified USA Hockey Youth and Girls classifications. High School and Adult games already had delayed offside under the previous edition. This is a dated 2025 change within the 2025–29 cycle, not a newly announced 2026 change. It does not establish rules for IIHF, NHL, NCAA or competitions using a separate Junior rulebook. See the ice hockey overview for broader context.
